I don’t t recall telling this story – the story of how Midway Phoenix Corp. (MPC) was forced off the island. It’s a long story that can be focused on one word – ‘FUEL’.
When the Navy was preparing to make their exit from the island, around 1996, they offered to GIFT the U.S. Fish and Wildlife Service (USFWS) all remaining gasoline and JP5 fuel that was still stored inside the massive Fuel Farm Tanks. The USFWS declined to accept the offer of free fuel – stating they were not in the Fuel Business.
The Navy then gifted the remaining fuel to MPC. MPC started selling the fuel to transient aircraft and ships, like the Coast Guard and NOAA ships. At that time, the maximum JP5 storage capacity was about 4 million gallons – but the Fuel Storage Tanks were not full.
This was of great help to MPC, as Mark Tompson had invested nearly $20 million of his own money toward making improvements to the island.
A few years later, the USFWS changed their mind and demanded payment for the fuel that had been GIFTED to MPC. I don’t recall the amount of money, but it was likely in the millions of dollars. MPC refused to give back or pay for the fuel that the Navy had gifted to MPC.
I should also mention that MPC was PAYING the USFWS for the privilege of being the exclusive vendor of the Visitor Program.
MPC and the USFWS operated with a Cooperative Agreement – the first of its kind. It was meant to be a ‘living document’ where changes could be made as needed.
MPC made suggestions for changes to the Cooperative Agreement, but the USFWS would not agree to making any changes.
At this point, the relationship between MPC and the USFWS went downhill fast. As example, MPC was providing free air transport for USFWS employees along with free meals in the Galley. MPC started charging for services that were not mentioned in the Cooperative Agreement. In turn, the USFWS started making up new rules for non-USFWS employees to follow.
As fuel supplies became low, MPC needed to order and pay for fuel resupply. The USFWS refused to allow MPC to order more fuel. This proved to be the final nail in the coffin for MPC. At one point, MPC made an announcement to let the USFWS know they would make their final exit by a certain date. The USFWS then requested MPC to stay longer – but MPC made it clear they could not stay unless more fuel was allowed to be delivered to the island. I remember having my household goods packed, then unpacked, about 3 different times.
As time progressed, it became very apparent that MPC could only keep electrical power on for a limited number of days. The USFWS still refused to allow more fuel to be delivered. MPC calculated how many days they could keep electrical power on with the remaining fuel.
Finally, MPC made their final exit from the island on May 1, 2002. Within a very short period of time, a fuel resupply ship arrived at the island. The USFWS had already ordered more fuel and the ship was already due to arrive just shortly after MPC made their exit from the island. This is how the USFWS forced MPC off the island.
I remember this too - the USFWS was NOT happy that MPC was selling fuel at $5 per gallon. Today, the USFWS sells jet fuel and gasoline at $20 per gallon.
